Various 4-10 member cabals of my extremist Hirudo-hunter Ra'ites (about
40% priest of Ra, 20% mage (particularly air mages with dimensions and
witchsmellar for B&E), 20% marine, 10% warrior, 10% auger (total the 
group's rating at 100-150 ratings ... max single rating a rare 45-50,
minimum about 10 ... everyone stressess stealthy skills or spells) would
start putting out fake legends about lost Rudri items, and lie in ambush
:)

For exactly the drive-by fireball reasons, they DON'T tend to identify
themselves to the local temples of Ra, but can be identified by the Ankh
burns on their bodies (see JEH001 or 002).  They tend to work as tradesmen
or dockworkers to gather intelligence, and operate very similarly to a
cabal of Hirudo.

Other "signature" features are the boiled leather and metal
neck-brace/cowboy-collar style attatchments to their buff coats or leather
armor

As they had a couple hundred members, consider them to exist in small
groups across the globe ...

While there's a good chance they'll recognize each-other on sight (it's
only been about 5 years since they broke into the small units, and had
lived together as a self-sufficient community for quite some time
previous), only the leader of one cabal will be aware of the existance of
any ONE or TWO other cabals.

The existance of any other cabals on Lojem has not been revealed.

These folks wouldn't USUALLY fireball an area or unnecessarily kill a
hirudo's Herd (notice the mentality here), though it wouldn't be
surprising to see the warriors emphasize lower-damage weapon skills and
ranged weapons in favor of buying up assassination ... multiattack doesn't
mean much against an immaterial foe ... similarly, if one of the marines
is going to try to GRAPPLE a suspected Hirudo, I guarantee it's because
he's pretty darned good with a wrestling Cosh, and will follow up his
target's rounds of unconsciousness with a couple of devoted swings of a
hatchet, well placed knife, or other similarly unpleasant deed.

They tend to ignore the whole "lemonade and cinnamon roll" mentality, and
check to see if their target's got a severe alergic reaction to blunt
trauma to the head and/or darkpain.

Having seen your "stock" low rating warriors, I gotta figure you'll be
just fine at designing a cabal of these folks if you want 'em ... They're
open for any GM use, save the cabal in the Enclave ... I may need them in
the near future.

Warning signs tend also to be called out the round before a blinding or
area-affect spell go off ... they're usually NOT "gonna flash the area
now!"
