Steve didn't say it takes 4 seconds to stand. All he did was state that
standing is not movement. Using the 1/5 rule you still get your movement
but it is after the ACTION of standing. In a round the two things you can
do is an ACTION and a 1/5th move. Standing counts as action just as
tumbling would.
