IIRC, one had to GM a full game to be active.

1)	to show they were willing to put some work into AQ
(so the gist of the argument went)
2)	If we counted town actions or partial adventures, one could do a
town action at home with a handful of friends and have it mailed in as it
were to the saturday game, and one could partially gm an adventure simply
by volunteering to moderate rules questions while the party was rping
amongst itself and the GM took a moment to use the lavatory.

my point being, it would be remarkably easy to suddenly stack a vote or
force a quorum by bringing in x amount of people, and having each one of
them run your character buying an ale at the tavern.

BTW,  I know you were there, Wright, but I wanted to make sure you knew I
gmed Saturday.
