And as for clarification on this one:

YES to part one.

NO to part 2. Reason for the NO is you should not allow idiots to get a
different effect than smart people. Hell the more intelligent of us know
that not only is the ship moving but the world is spinning and circling
and what we are circling is moving as well. If you are on a boat I want
the blue field to stay with the boat under 2 conditions 1st off your inside
a cabin with know windows or 2nd you can see out to the surrounding sea and
there is no landmarks you go with the boat. This leads to the ability to
make a circle of blue fields around an island by casting just as the land
becomes visible :).
