I believe it requires movement at full speed, ie you need room to build 
up speed and momentum, but not necessarily a full rounds movement.  It 
does not seem to make the marine appreciably nastier, as  they already 
have a mulitude of ways to make sure you are off your feet at teh end of 
the round (immobilize, pummel, etc.)

I've always considered it to be rather cheap for it's utility, but I'm 
not sure we want to open the door to recalculating all the base costs 
for skills.  It's a good idea...but it looks like a can of worms too.
