I agree with Jevan, either you use less steel to take advantage of it's 
strength...which yields lighter armor with the same DV's, or you use the 
same amount of a better metal and get better DV's for the same 
weight...but you shouldn't get both.  Currently, it's assumed that steel 
armor gives better DV's, which makes sense.  Steel working is a 
relatively uncommon skill on Jaern, so it would be far more common to 
find craftsmen using better materials in old, proven designs than in new 
innovations.
