No.. you are reading far too much into this statement. It is a weak glow for a weak item, and a strong glow for an artifact.

I juste wanted some clarity on something mentioned in the withsmeller
spell that isn't ever used. The spell says that it tells you specifically
'the strength of the glow is reflective of the strength of the magic'
Does the strength of the magic mean whether it is charged/per day/effect
or is it the strength of the spell that the item is of?
