Let's keep swimming proposal up for a vote and lemmie tweak the
waterbreathing bit (waterbreathers ought not drown)

because it's designed to go picemeal, I'd like to see it voted on even
though I know it'll fail just to see what elements people like and what
elements people want nixed.

I'll get it printed out before Saturday and have Rick bring it.
