I'm not concerned with the setting reprocussions, as much as the actions
that the actors concerned would take. I won't artifically prevent
character decisions, but if it does happen (and I can't help that) then
some shit will happen. It won't be pretty, and prople will probable die.
A pump requires Power by definition. A siphon requires only a difference
in potential energy. The problem here is that some work must be done to
put the level of teh water to be moved above the final height to be
reached. Unless the place to move the water is below sea level or
something weird. That is what I meant, and since Vacuum provides an
instant of work, but no sustained power (work over time) it cannot be used
to make a pump.
