Its pretty much down to opinions. I, of course, think that the way I
described it pretty much holds water in every situation (if you add
in Rob's observation about the end of round).

Summed up:

An effect item confers its effect every round. If it stops confering that
effect (took off the ring, the arrow left the bow) then the effect will
be over at the end of that round.

Jevan and I are almost in agreement. The sticking point is between
the effect being recast every round (which I don't believe in and view 
as a very, very powerful thing) or the set effect being conferred every
round. I think conferring holds more to the intent of effect items and
to the way we actually play them. (Dan, "intent" was your queue, care to
jump in?)

As for bows, I think in order to be used as a ranged weapon (as opposed
to a club) it has to be built to confer its effect onto the arrows. In
which case it gets a +1 to hit and to damage. In my mind this also raised
the belief that it could only fire one enchanted arrow a round but I can
easily overlook that for the sake of playability and bookkeeping. In any
event, at the end of the round the arrow is no longer enchanted.
