Its the casters emotions that cause the spell to work... for the most
part. There are other spells that play upon the targets emotions (fear,
loathing, disgust, etc...) that may not work on a target that does not
have emotions.

Unless a PC has been severely twisted (read much spell effects) he or
she has emotions and is susceptible to Orus spells, as are most living
creatures. Insects might be questionable but even their instincts can
be played upon to get an effect such as fear I'd think (difference being
they would just react without thinking why).
