You make a good point, but enforcing caps to force people into a setting 
they don't want is a big mistake.  We all naturally grow attached to our 
characters, and often look forward to playing them all week, it's part 
of the joy of the game. The low turn out in the other settings is a 
direct result of the extremely high geographical and language barriers 
to moving from one setting to another.  Playing in one of the other 
settings currently means rolling up a new character, and there is no 
incentive for someone to start over with a new character if they are 
just begining to see their old character take shape.

As I've said above, only if they were desiring a new character for other 
reasons does an incentive appear.

As you have pointed out, few of the returning club members favor the 
move.  Moving the main setting despite the players preferences would 
make no sense.
