I believe hawksoar specifies that you can cast spells and attack while
under the influence of this spell. So it removes that 1/4 movement
restriction.

Sure. I'd vote going toe to toe against a sword wielding maniac
intent on ending your life, and still managing to deal him some
damage, might require more concentration than a mage standing 80
feet away who just needs to walk a few paces while casting thier
spell :)

Not at all. As layed out in my previous posting anyone can move
1/4 movement rate and attack. If a warrior wants to move up to
half his movement rate he has to make a check. If he wants more than
one attack he has to make a check. Mages don't have the option to
move half their movement without resorting to hawksoar.
