Umm.. except this stuff isn't galein specific unless there's a blue
wave to make sure that such things are not exported via an adventure
carrying it to another setting. These things need to be campaign
consistent, not just setting consistent. That requires all GMs to 
pretty much agree on them. Stuff, skills, rules, etc... have to be
consistent everywhere. What you call money, racial mixture, society, 
etc... is all setting specific. Now what you call money doesn't matter,
but if you say gold is worth less than silver than you have just affected
the globe again.

Two grains of common sense will tell you were the boundaries between
setting and world come in. In this case introducing a lot of weapons
is mostly setting specific but has to be agreeable to all because they
will cross settings.

If someone wants to propose that there is no crossover between settings
then, of course, you get complete autonomy. Its always been the opinion
of myself, and a few others that I BS with regularly, that this wouldn't
be well received among the player populace.
